Responsibilities

The Real Estate Assessor’s Office is a Division of the Department of Finance and it is responsible for valuing all real property in the City of Hopewell in a fair and equitable manner.

Summary of Responsibilities of the Real Estate Assessor’s Office

  • Biennial Reassessment
  • Maintain accurate property information
  • Process new construction, renovations, and demolitions
  • Administer special tax programs – rehabilitation, exemptions, and damage assessment
  • Process informal appeals to the Assessor
  • Provide administrative support and defend appeals to the Board of Equalization
  • Maintain accurate ownership records
  • Prepare and certify the yearly taxable and the exempt Land Book

Reassessments

A Biennial Reassessment is conducted every two years, after analyzing the local sales of real property for the previous two years.  The reassessment becomes effective January 1st of the given year. January 1, 2021, was the date of the last Reassessment and January 1, 2023, will be the date of the next Reassessment.

Mission

To fairly and equitably value all of the real estate properties within the City of Hopewell jurisdiction biennially under the authority of the Constitution of Virginia, the Code of Virginia, and the Hopewell City Code in accordance with standards of professional practice.
